For the last twenty plus years Marianne has been a private sector planning consultant.  Her focus has been on project management, environmental assessment, growth management planning, land use analysis, and land use planning.  She has honed her skills in coordinating and merging the many and varied interests of agencies and proponents to generate successful project outcomes in an efficient and cost effective manner.

Marianne began her career in the public sector providing technical planning services to cities that were members of the regional planning agency that employed her. Her experiences included review and preparation of land use codes and comprehensive plans for member
jurisdictions. She coordinated the activities of state and local agencies and the public for a variety of public infrastructure projects. Marianne had training in transportation modeling and GIS.

Land Use Planning
Marianne has prepared comprehensive plans for numerous cities in two states.
She has conducted vacant parcel analyses, land use analyses and land capacity analyses. She is regularly called upon by owners to provide advice regarding the
potential uses for their properties. She routinely prepares and oversees processing of permits including:
plats, short plats, variances, special use permits, critical
area permits, and comprehensive plan amendments.

On-Call Planning. Marianne has acted as a planning consultant to the cities of Mount Vernon and Sedro-Woolley. She has overseen the comprehensive plan amendment process; reviewed plats, short plats and commercial development projects; prepared land capacity data
and conducted land capacity analysis; assisted in the designation of Urban Growth Areas; prepared briefing and testimony for the Growth Management Hearings Board; prepared documentation for and presented information to planning commission and City Council; and assisted in the preparation of development regulations.

Environmental Assessment. Marianne is responsible for the management of all environmental assessment required for Skagit Surveyors & Engineers projects. She coordinates with proponents, sub-consultants, and agencies and prepares necessary SEPA & JARPA documents. Marianne has provided SEPA documentation for Land Use Plans in Sedro-Woolley, Bainbridge Island, Redmond,
South Everett and Snoqualmie Pass.

Growth Management Planning. Marianne’s growth management planning experience includes preparation of comprehensive and subarea plans and land use inventory and analyses. She has reviewed and analyzed land use policies in order to make recommendations for development regulations and to ensure compliance with the Growth Management Act. She was the lead planner on a subarea plan for Southeast Redmond, Washington.
